People, there is a reason movies are rated. If you are unaware of this reason, here it is: To indicate what is and what is not appropriate for certain audiences.
When a movie is given a high rating, it isn't because they don't want the extra revenue that comes if children were allowed to watch it. It's because children shouldn't be watching it. It's really not that hard to figure out--there is something in the movie that will negatively affect children's and/or others' experience at the movie.
Horror movies, for example, reduce grown people to quivering messes. What in the world would motivate you to bring your three-year-old to the same movie? Really, it's common sense. Your little toddler will be scarred for a very long time. I hope you're good at comforting after nightmares, because that is inevitably going to happen.
Even ratings for non-horror movies should be taken into consideration. A rating of PG-13 is given to that particular movie for a reason. For example, when I went to watch Harry Potter and the Deathly Hallows Part 1 in theaters, there was a six- or seven-year old child watching with us. It wasn't a big deal for most of the movie, until we got to Bathilda Bagshot's scene, and Nagini-the-very-large-snake came out of her body.

This little boy screamed. He immediately burst into tears, and had to be carried out by his father, wailing all the way. Now, all the sympathy for the child, but the rest of us missed about three or four minutes of the movie because he was having a nervous breakdown at seeing a nightmare come to life on screen.
